    Moldova Joins EU Digital Identity Wallet Pilot Project

    Moldova has taken a significant step in its digital transformation by joining the EU Digital Identity Wallet (EUDI) Large-Scale Pilot Project (LSP). The country’s e-Governance Agency (AGE) will play a key role in developing secure Business-to-Government (B2G) solutions, ensuring the integration of digital identity wallets with public services across Europe.

    The initiative is part of Moldova’s broader strategy to align with EU digital standards, reinforcing its status as a regional technology hub. The country’s booming IT sector is exemplified by the Moldova Innovation Technology Park, which houses over 2,100 companies from more than 40 countries and contributes 5% to national GDP.

    Strengthening Moldova’s digital leadership

    AGE is participating as a member of the WE BUILD consortium, one of the groups selected by the European Commission to pilot and test EUDI systems. This involvement underscores Moldova’s commitment to digital innovation, ensuring its public sector remains at the forefront of secure digital identity adoption.

    The EU Digital Identity Wallet will allow individuals and businesses to store and share digital documents securely, access online services, and create legally binding electronic signatures. Each EU Member State will develop its own EUDI wallet following common specifications to ensure interoperability across borders.

    The pilot programme will be crucial for refining EUDI systems, testing technical specifications, and shaping the Implementing Acts that will formally integrate EUDI into EU law. The initiative is supported by the Digital Europe Programme, a €7 billion fund designed to drive digital transformation across the EU and beyond.

    Moldova’s existing digital identity innovations

    Moldova has already made strides in this area with the launch of a preliminary Digital Identity Wallet, integrated into the “Documents” module of EVO, the country’s national public services app.

    Additionally, EVOSign, an advanced authentication and electronic signature tool, is currently in pilot testing. This initiative demonstrates Moldova’s ambition to expand its digital identity infrastructure, with plans to develop a full-fledged electronic signature application.

    Moldova’s participation in the EUDI project also marks its first involvement as a beneficiary of the Digital Europe Programme. The association agreement, signed in February 2024, enables the country to engage in EU-funded projects that drive digital innovation and strengthen ties with European institutions.

    EU-led project to launch in 2025

    The WE BUILD consortium, which includes around 200 partners from EU Member States and private-sector organisations, will lead the EUDI pilot. The project is set to launch in autumn 2025 and will run for 24 months, under the guidance of Dutch and Swedish governmental bodies.

    Moldova’s involvement highlights its determination to modernise public services and enhance cross-border digital cooperation. By actively contributing to the development of the EUDI ecosystem, the country is reinforcing its commitment to secure, interoperable digital identity solutions—bringing it closer to the EU’s digital governance standards.
